(Spoiler: We wish. But no. Just regular humans here, working from laptops with more tabs open than should be legal.)
Lets get into the real questions.
What exactly is a Federal Referendum?
It’s a way for the people to write and vote on national laws directly – bypassing gridlock in Congress. Think of it like citizen-powered lawmaking, its already used in 24 states, we’re just expanding it to the federal level.
Is this even possible?
Yes. But it will require a constitutional amendment.
That sounds big – because it is. But it’s also how every major citizen power (like the right to vote) became law in the first place.
We’re not starting from scratch – just finishing the job.
Is this a left or right movement?
Neither. We’re pro-democracy, not pro-party.
We believe every citizen, regardless of political leaning, should have the power to put issues on the national ballot.
(And bonus, we’ll probably piss off both parties doing it)
What kind of issues could we vote on?
Anything – as long as it’s not a treaty, budget, or declaring war.
- Term limits for politicians
- Campaign finance reform
- Digital privacy protections
- Reproductive rights
- Gun safety laws
- Environmental protections
- Worker and voter rights
The people set the agenda, not lobbyists.
How does this work with Congress still in place?
The referendum adds a tool, it doesn’t replace Congress.
Congress still exists, but the people gain the power to propose and pass laws when Congress fails to act.
Congress will have 90 days to review and hold hearings on any citizen-proposed law. After that it goes to the people for a vote.
Can Congress override a citizen made law?
No.
Neither Congress nor the President can change or override a citizen-approved law. The only ways to undo it are:
- Supreme Court ruling, or
- Another referendum
How does this process prevent Authoritarian or Political capture?
We’ve learned from history that unchecked referendum powers have been abused by authoritarian leaders to extend their own power, silence opposition, or dismantle protections. This process is designed specifically to prevent that from ever happening here.
- Term Limits Can Only Be Strengthened—Never Removed
This process cannot be used to remove or extend term limits for any elected official. Only tighter limits or new safeguards may be proposed. - Constitutional Protections Stay Intact
No referendum can override, weaken, or bypass the U.S. constitutional amendment process. Foundational rights are not up for majority vote. - Bipartisan and Independent Oversight
All legal reviews, process summaries, and public education materials are overseen by independent, nonpartisan experts—never politicians or political parties. - Transparency and Verified Public Information
All campaigns must disclose their funding, submit materials for independent fact-checking, and provide balanced, accessible information to the public. - No Backdoor Repeals by Congress or the President
Any law passed by the people cannot be overturned, repealed, or amended by Congress or the President without another direct public vote.
This process empowers citizens to defend democracy by limiting government power—never expanding it for personal or political gain. It’s a shield, not a weapon.
How do we prevent frivolous laws?
Every proposed law must meet strict signature thresholds:
- 5% of the votes cast in the last federal election and
- Distributed across at least 5 states with 1% from each
All signatures must be verified before moving forward.
How does it get to a vote?
- Petition is submitted to Congress
- 90-day review by a bipartisan congressional committee
- Optional hearings and written feedback
- 30 days for the sponsor to accept or reject recommendations
- Public comment period via the Federal Register
- Final law posted with responses to public feedback
- Scheduled for the next federal election
What if the issue is urgent?
Congress or the President can call a special election, as long as the public has 4-6 months to learn about the issue first.
What if a citizen-led law conflicts with a law on the congressional floor or an existing law?
- Conflicting bills are held and may be offered as alternative choices on the same ballot.
- Existing laws are repealed if the new citizen-led law is approved by voters.
Won’t this cost a lot of money?
Yes – signature verification costs $1-$5 per signature.
But… partisanship costs us all a lot more.
